The senior management team works with the Council to develop the Education Workforce Council’s (EWC) strategy. They are responsible for the day-to-day activities of the organisation and provide corporate leadership.
Lisa Winstone, Chief Executive

Lisa is responsible for the leadership and strategic direction of the EWC, ensuring it operates in line with its statutory responsibilities as set out in the Education (Wales) Act 2014.
She is committed to working closely with registrants and key stakeholders, including learners, parents and guardians, trade unions and professional associations, employers, and the Welsh Government.
As Accounting Officer, she is responsible for ensuring that the EWC delivers value for money for registrants and uses its resources effectively and efficiently.
Lisa joined the EWC in 2018 as Director of Finance and Corporate Services and was appointed Chief Executive in 2025. Prior to joining the EWC, she was Head of Financial Planning and Analysis at the Office for National Statistics.
David Browne, Director of Regulation (Deputy Chief Executive)
David is responsible for maintaining and developing the Register of Education Practitioners in Wales. He is also responsible for our fitness to practise function, and investigating and hearing cases referred to the EWC, as well as data analysis, reporting, and data governance.
He joined the EWC in November 2020, working initially as Head of Fitness to Practise, until moving to his current post in September 2023. David’s previous role was as a senior trade union official with a teaching union..
Bethan Holliday-Stacey, Director of Professional Development, Accreditation and Policy

Bethan is responsible for accreditation of professional programmes and promotion of careers in the education profession, professional development, strategic planning and communications, and policy development.
Bethan joined the General Teaching Council for Wales (GTCW) in 2000, and worked as the Professional Development and Funding Manager from 2006, before moving to her current role in 2018.
Christine Hellings, Director of Finance and Corporate Services

Christine is responsible for financial planning, monitoring, and reporting, all financial governance matters, including the audit function, human resources, and corporate support and information systems.
She was appointed as Director of Finance and Corporate Services from 2 February 2026, following her previous role as Head of Finance and Commercial at the UK COVID-19 Inquiry.
